dc.description.abstractΗ παρούσα διπλωματική εργασία διερευνά τη μεταναστευτική πολιτική της Ελλάδας κατά την περίοδο της πολυκρίσης (2009-2023), εστιάζοντας στις αντιφατικές πρακτικές απώθησης και κοινωνικής ένταξης, όπως αυτές διαμορφώνονται στο εθνικό, ευρωπαϊκό και διεθνές πλαίσιο. Στόχος της μελέτης είναι να αναδείξει τον τρόπο με τον οποίο η Ελλάδα, ως χώρα πρώτης υποδοχής μεταναστών και προσφύγων, επιχειρεί - ή αποτυγχάνει - να ισορροπήσει ανάμεσα στην προστασία των ανθρωπίνων δικαιωμάτων και τη διασφάλιση των συνόρων. Η ανάλυση πραγματοποιείται υπό θεσμική και νομοθετική προσέγγιση, με αναφορές στο δίκαιο ασύλου και μετανάστευσης, τις διεθνείς και ευρωπαϊκές δεσμεύσεις της χώρας, καθώς και τις εφαρμοζόμενες πολιτικές στα σύνορα. Εξετάζονται χαρακτηριστικά παραδείγματα, όπως τα Κέντρα Υποδοχής και Ταυτοποίησης (Κ.Υ.Τ.), τα Προαναχωρησιακά Κέντρα Κράτησης Αλλοδαπών (ΠΡΟ.ΚΕ.Κ.Α.) και οι καταγγελίες για παράνομες επαναπροωθήσεις στον Έβρο και το Αιγαίο. Ιδιαίτερη έμφαση δίνεται στην Συμφωνία Ε.Ε.–Τουρκίας (2016) και στον αντίκτυπο της στη διαχείριση των μεταναστευτικών ροών καθώς και την προστασία των θεμελιωδών δικαιωμάτων. Παράλληλα, αξιολογούνται οι πολιτικές ένταξης μέσω προγραμμάτων όπως το ΕΣΤΙΑ, το HELIOS και το RE.A.C.T., αναδεικνύοντας την αποσπασματικότητα και τις δομικές αδυναμίες στην κοινωνική ενσωμάτωση. Τα συμπεράσματα καταδεικνύουν τον αντιφατικό και ασυνεπή χαρακτήρα της ελληνικής μεταναστευτικής πολιτικής, όπου ο επίσημος λόγος περί ένταξης συνυπάρχει με πρακτικές αποτροπής και παραβίασης θεμελιωδών δικαιωμάτων. Υπογραμμίζεται, τέλος, η ανάγκη αναθεώρησης της εθνικής στρατηγικής, με γνώμονα το κράτος δικαίου και τη συμμόρφωση με τις διεθνείς υποχρεώσεις, προς διαμόρφωση μιας δίκαιης, ανθρώπινης και αποτελεσματικής μεταναστευτικής πολιτικής.el
dc.description.abstracttranslatedThis thesis explores Greece's migration policy during the period of multiple crises (2009–2023), focusing on the contradictory practices of repulsion and social integration as they are shaped in the national, European, and international context. The aim of the study is to highlight how Greece, as a country of first reception for migrants and refugees, attempts—or fails—to strike a balance between protecting human rights and securing its borders. The analysis is conducted from an institutional and legislative perspective, with references to asylum and immigration law, the country's international and European commitments, and the policies implemented at its borders. Typical examples are examined, such as Reception and Identification Centers (K.YT.), Temporary Stay Centers for Foreigners (PRO.KE.KA), and allegations of illegal refoulement in Evros and the Aegean. Particular emphasis is placed on the EU-Turkey Agreement (2016) and its impact on the management of migration flows and the protection of fundamental rights. At the same time, integration policies are evaluated through programs such as ESTIA, HELIOS, and RE.A.C.T., highlighting fragmentation and structural weaknesses in social integration. The conclusions demonstrate the contradictory and inconsistent nature of Greek migration policy, where official rhetoric about integration coexists with practices that deter and violate fundamental rights. Finally, the need to revise the national strategy, based on the rule of law and compliance with international obligations, in order to formulate a fair, humane, and effective migration policy is emphasized.el
