| dc.description.abstract | Η παρούσα διπλωματική εργασία εξετάζει ιστορικά αλλά και πολιτικά το σύντομο χρονικό διάστημα (1828-1831) κατά το οποίο ο Ι. Καποδίστριας ανέλαβε την διακυβέρνηση της Ελλάδας, ως πρώτος Κυβερνήτης του νεοσύστατου τότε κράτους. Ειδικότερα, η έρευνα επικεντρώνεται στην κατάδειξη του μεγάλου πολιτικού κεφαλαίου που διέθετε ο Ι. Καποδίστριας κατά την ανάληψη των καθηκόντων του, στην καταγραφή των προσπαθειών του, να εφαρμόσει δημόσιες πολιτικές σε ένα ανύπαρκτο, από την άποψη της δημόσιας διοίκησης, κράτος και τέλος στην αποτίμηση αυτών των προσπαθειών του. Στα πλαίσια αυτά, φωτίζονται εκείνοι οι παράγοντες που επέδρασαν ανασταλτικά: οι πολιτικοί (πρόκριτοι, οπλαρχηγοί), οι συστημικοί (η απουσία εδραιωμένων κρατικών θεσμών, διοίκησης, πολιτικής κουλτούρας) στην κατά τα άλλα φέρελπι προσπάθεια του Καποδίστρια και που τελικά περιόρισαν την αποτελεσματικότητα των δημόσιων πολιτικών του. Επιπλέον, θα εξεταστούν τα λάθη τακτικής που δεν επέτρεψαν τη δημιουργία σταθερών πολιτικών συμμαχιών ικανών να υποστηρίξουν τη διακυβέρνησή του. | el |
| dc.description.abstracttranslated | This Master thesis deals with the short period of (1828-1831) both historically and politically. During that time I. Kapodistrias took over the governance of Greece to become the first Governor of the newly established state. The research, mainly, focuses on highlighting the great political capital that Kapodistrias possessed at the time he assumed the functions of the Governor, also on recording Kapodistrias’ efforts to implement public policies to a non-existent state in terms of public administration, and thus evaluating all the efforts made. In such a context, inhibitory factors are brought to light: political ones (notables, chieftains) and systemic ones (the absence of the established state institutions, administration, political culture) along with Kapodistrias’ feverish effort, so as to ultimately limit the effectiveness of the public policies applied. Finally, tactical mistakes which have failed to create stable political alliances, capable of supporting Kapodistrias’ governance, will be examined. | el |
