dc.description.abstractΣτην παρούσα εργασία ξετυλίγεται η έννοια και η εφαρμογή της πολυεπίπεδης διακυβέρνησης στην Ευρωπαϊκή Ένωση αλλά και στην Ελλάδα μετά την θεσμοθέτηση του Εθνικού Συστήματος Πολυεπίπεδης Διακυβέρνησης βάσει του ν. 5013/2023 (Α΄ 12). Ως μελέτη περίπτωσης, επιλέχθηκε η λειτουργία ενός φορέα πιστοποίησης, της ΕΒΕΤΑΜ Α.Ε., που ανήκει στους φορείς της Γενικής Κυβέρνησης και εποπτεύεται από το Υπουργείο Ανάπτυξης. Η εργασία καταλήγει στο συμπέρασμα ότι η εφαρμογή του Εθνικού Συστήματος Πολυεπίπεδης Διακυβέρνησης μέσω ύπαρξης συλλογικής δράσης, διαμοιρασμού ρόλων, εμπλοκής των φορέων δράσης και των ενδιαφερόμενων μερών, καθώς και χρήσης δικτύων πολιτικής, συμβάλλει στην εύρεση κοινών αποδεκτών λύσεων και στην υλοποίηση εθνικών και ευρωπαϊκών στρατηγικών στόχων και δημόσιων πολιτικών. Αποδεικνύεται ξεκάθαρα δε, η ουσιαστική συμβολή και συμμετοχή φορέων του ευρύτερου δημοσίου τομέα, στην προώθηση των αρχών και στην εφαρμογή της πολυεπίπεδης διακυβέρνησης.el
dc.description.abstracttranslatedThe current study reveals the concept and implementation of multi-level governance in the European Union and in Greece after the establishment of the National System of Multi-Level Governance based on law 5013/2023 (Α΄ 12). As a case study, it was chosen the operation of a certification body, MIRTEC S.A., which belongs to the bodies of the General Government and is supervised by the Hellenic Ministry of Development. The current study concludes that the implementation of the National System of Multilevel Governance through the existence of collective action, the division of roles, the involvement of actors and stakeholders, as well as the use of policy networks contributes to finding common acceptable solutions and the implementation of national and European strategies objectives and public policies. It is clearly demonstrated the substantial contribution and participation of entities of the wider public sector, in the promotion of principles and the implementation of multi-level governance.el
