| dc.description.abstract | Η πολιτικοποίηση της δημόσιας διοίκησης αποτελεί μείζον ζήτημα για την Ελληνική πολιτική πραγματικότητα, καθώς και τροχοπέδη για την ομαλή λειτουργία του διοικητικού μηχανισμού της χώρας. Στην παρούσα εργασία αναλύεται η διαχρονική εξέλιξη και οι παρούσες διατάξεις του συλλογικού οργάνου των υπηρεσιακών συμβουλίων, και ιδιαίτερα στον κλάδο των δικαστικών υπαλλήλων. Τα υπηρεσιακά συμβούλια αποτελούν θεσμικό όργανο στην αρμοδιότητα του οποίου εμπίπτουν τα ζητήματα υπηρεσιακής κατάστασης των δημοσίων υπαλλήλων με στόχο την προστασία της επαγγελματικής τους σταδιοδρομίας υπό την εναλλαγή των κυβερνήσεων και συνεπώς της διασφάλισης επαγγελματικής ακεραιότητάς τους. Στο δεύτερο μέρος της εργασίας πραγματοποιείται και εμπειρική έρευνα σε δικαστικούς υπαλλήλους για την εξαγωγή συμπερασμάτων και το επιστέγασμα της θεωρίας. | el |
| dc.description.abstracttranslated | The politicization of public administration is a major issue for the Greek political reality, as well as a brake on the smooth functioning of the country's administrative mechanism. This paper analyzes the evolution over time and the current provisions of the collective body of the service councils, and especially in the branch of judicial officers. The service councils are an institution whose competence falls on the issues of the service status of public servants with the aim of protecting their professional careers during the change of governments and therefore ensuring their professional integrity. In the case of Greece, the partisanization of public administration had set its roots deep from the birth of the modern Greek state. The administrative machinery presented significant inadequacies, operating under a regime of politicization/partisanship, creating a sick establishment that evolved for a significant period of the post-dictatorship period. The inadequacy of the public administration to act independently of the political will caused the necessity of forming institutions that would ensure the meritorious and impartial judgment of the requests and promotions of public servants. The service councils as an institution are the ones that defend the legitimacy, meritocracy and impartiality in the professional requirements of the public human resources, making clear its functional role in the professional development and improvement of the lives of public servants. The present research aims to investigate the role of service councils today, studying as a case study the Service Councils of the branch of Judicial Officers. In the second part of the thesis, empirical research is carried out on court officials to draw conclusions and conclude the theoretical review. | el |
