| dc.description.abstract | Η άσκηση κοινωνικής πολιτικής και η εφαρμογή δράσεων, που στοχεύουν σε κοινωνικές παρεμβάσεις, από την πλευρά της τοπικής αυτοδιοίκησης, αποτελούν μερικές από τις παραμέτρους της αποκέντρωσης, που επιχειρείται τις τελευταίες δεκαετίες στη χώρα μας, κατ’ αρχάς με την εφαρμογή του Προγράμματος «Ιωάννης Καποδίστριας» και στη συνέχεια με το Πρόγραμμα «Καλλικράτης». Η κατεύθυνση δε που δίνεται από την Ευρωπαϊκή Ένωση και σχετίζεται με την αναγκαιότητα της αποκέντρωσης άρα και της «μεταφοράς» της κοινωνικής πολιτικής, καθώς και άλλων πολιτικών, από το κεντρικό κράτος στην τοπική αυτοδιοίκηση, μεγιστοποίησαν αυτή τη στόχευση, αφού πέρα από την πολιτική και την κοινωνική αναγκαιότητα προκύπτουν και οι προϋποθέσεις και οι όροι που είναι απαραίτητοι, ώστε να είναι δυνατόν οι δήμοι να ενταχθούν σε ευρωπαϊκά προγράμματα χρηματοδότησης. | el |
| dc.description.abstracttranslated | The social policy and the implementation of actions, which aim at social interventions, on the part of local government, are some of the decentralization parameters, which attempted in recent decades in our country, first to the implementation of the Program «Ioannis Kapodistrias» and then the Program «Kallikratis». The direction, which is given by the European Union and relates to the necessity of decentralization and therefore the «portability» of social policy and other policies, of the central government to local government, maximized this target, since apart from the political and social necessity arise the circumstances and conditions necessary to make it possible for municipalities to join European funding programs. | el |
