| dc.description.abstract | Η παρούσα διπλωματική εργασία αποτελεί ένα εγχείρημα που στοχεύει στην ανάλυση και επεξήγηση των οικονομικών λειτουργιών των Οργανισμών Τοπικής Αυτοδιοίκησης α’ βαθμού καθώς και των διαφόρων μορφών ελέγχου επί των πράξεων των ΟΤΑ. Σε αυτό το πλαίσιο αναφοράς, περιλαμβάνεται το θεωρητικό τμήμα με την αντίστοιχη παράθεση νομοθεσίας και επεξήγησης των διοικητικών λειτουργιών και το πρακτικό τμήμα με την ανάλυση της υπάρχουσας κατάστασης μέσα από ερευνητικά εργαλεία και φυσικά την συνακόλουθη ανάλυσή τους. Σύμφωνα με το Σύνταγμα της Ελλάδας, οι ΟΤΑ έχουν οικονομική αυτοτέλεια. Η αυτοτέλεια παίρνει τη μορφή της κατάρτισης ξεχωριστού προϋπολογισμού και απολογισμού καθώς και της ύπαρξης ιδίας περιουσίας και εσόδων των ΟΤΑ. Ο έλεγχος των οικονομικών των ΟΤΑ στοχεύει κυρίως στην αποτροπή της παράνομης εκροής δημοσίου χρήματος. Ο έλεγχος αυτός έχει ως αντικείμενο την τήρηση της σχετικής νομοθεσίας, καθώς και των γενικών και ειδικών κανόνων που διέπουν τα λογιστικά και τον προϋπολογισμό. Εν συνεχεία, ο έλεγχος μπορεί να επεκτείνεται και στη λεγόμενη «χρηστή διαχείριση» και «αποδοτικότητα». Ο έλεγχος αυτός αξιολογεί τη διοίκηση και τη διαχείριση των ΟΤΑ με στόχο τη βελτίωση της ποιότητας και της αποτελεσματικότητας της διαχείρισης των ΟΤΑ και των υπηρεσιών που παρέχουν. | el |
| dc.description.abstracttranslated | The present diplomatic work constitutes an undertaking that aims at the analysis and explanation of the financial functions of the Local Government Authorities. The theoretical part is included in this frame of report, along with the corresponding apposition of legislation and explanation of the administrative functions and the practical part, with the analysis of the existing situation through inquiring tools and of course their consecutive analysis. According to the Greek Constitution, the Local Government Authorities are financially independent. Their independence takes the form of a separate budget and assessment, as well as the existence of their own fortune and income. The checking of the finances of the Local Government Authorities aims mainly at the averting (dissuasion) of illegal flow of public money. The object of this checking is the observation of the relative legislation, as well as the general and specific rules that condition the accountants along with the budget. Further on the control can extend in the so called "moral administration" and "rentability". The above checking evaluates the administration and management of the Local Government Authorities, aiming at improving the quality and the effectiveness of management of the Local Government Authority as well as the services they provide. | el |
