dc.description.abstractΗ διαδικασία της ψηφοφορίας αποτελεί ένα συμμετοχικό και εκλογικό μηχανισμό που έχουν στην διάθεση τους οι πολίτες απέναντι στην εκάστοτε κυβέρνηση. Αντικείμενο της διπλωματικής εργασίας είναι η εκτενής ανάλυση της συμμετοχής και της συνδρομής του ανθρώπινου δυναμικού των Οργανισμών Τοπικής Αυτοδιοίκησης στη διεξαγωγή των βουλευτικών εκλογών, από την προετοιμασία μέχρι και την ολοκλήρωση τους. Πιο συγκεκριμένα, θα πραγματοποιηθεί αναλυτική παρουσίαση του τρόπου οργάνωσης των βουλευτικών εκλογών εκ των στελεχών του Δήμου, του συντονισμού τους, του ρόλου και τη συμμετοχή του ανθρώπινου δυναμικού του Δήμου Αθηναίων σε αυτές. Σκοπός της εργασίας είναι η κατανόηση του ορισμού της τοπικής αυτοδιοίκησης και των οργανισμών της, του ανθρώπινου δυναμικού της και των νόμων που το διέπουν και την ιστορία τους. Η ύπαρξη και η εφαρμογή των πρωτοκόλλων, τα κοινωνικά πλεονεκτήματα από την αξιοποίηση της συγκεκριμένης διαδικασίας, τα απαιτούμενα κριτήρια για την ασφαλή οργάνωση τους, όπως και τους κινδύνους και τις δυσκολίες που ελλοχεύουν τόσο σε τεχνικό όσο και σε κοινωνικό επίπεδο, θα εξεταστούν στην παρούσα διπλωματική. Θα πραγματοποιηθεί έρευνα με χρήση ερωτηματολογίου με έμφαση στο ρόλο του ανθρώπινου δυναμικού του Δήμου Αθηναίων στη διεξαγωγή των βουλευτικών εκλογών του 2023.el
dc.description.abstracttranslatedThe voting process is a participatory and electoral mechanism available to citizens towards the government. The subject of this diploma thesis is the extensive analysis of the participation and assistance of the human resources of Local Government Organizations in the conduct of parliamentary elections, from their preparation to their completion. More specifically, there will be a detailed presentation of the way the parliamentary elections are organized by the executives of the Municipality, their coordination, the role and the participation of the human resources of the Municipality of Athens in them. The purpose of the work is to understand the definition of local government and its organizations, its human resources and the laws that govern it and their history. The existence and implementation of the protocols, the social advantages of using this process, the required criteria for their safe organization, as well as the risks and difficulties lurking both at technical and social level, will be examined in this thesis. Α research will be carried out using a questionnaire with an emphasis on the role of human resources of the Municipality of Athens in the conduct of the 2023 parliamentary elections.el
