dc.description.abstractΣτην παρούσα εργασία θα γίνει αρχικά μελέτη του υποδείγματος του Στρατηγικού Μάνατζμεντ και στη συνέχεια πιο ειδικά του δεύτερου στοιχείου αυτού, της διαμόρφωσης της στρατηγικής (Στρατηγικός Σχεδιασμός), τόσο σε θεωρητικό επίπεδο όσο και στο δημόσιο τομέα από τη διεθνή βιβλιογραφία. Στη συνέχεια θα παρουσιαστεί ο Στρατηγικός Σχεδιασμός στην τοπική αυτοδιοίκηση β’ βαθμού στην Ελλάδα, ως το πρώτο από τα τέσσερα μέρη στη δομή των πενταετών Επιχειρησιακών Προγραμμάτων (ΕΠ) με τα άρθρα 266Α και 268 του ν. 3852/2010. Από την μελέτη των παραπάνω θα προκύψει μία αντιστοίχιση της Δομής των Επιχειρησιακών Προγραμμάτων, των Σταδίων Κατάρτισης αυτών και του Υποδείγματος του Στρατηγικού Μάνατζμεντ. Το ερευνητικό ερώτημα είναι: Να ερευνηθεί εάν ο σχεδιασμός των Οργανισμών Εσωτερικής Υπηρεσίας των ΟΤΑ Β’ βαθμού εκπορεύεται ή θα έπρεπε να εκπορεύεται από / συνδέεται με τον Στρατηγικό τους Σχεδιασμό. Μελέτη περίπτωσης του Οργανισμού Εσωτερικής Υπηρεσίας της Περιφέρειας Στερεάς Ελλάδας. Προκειμένου να προσεγγιστεί το ανωτέρω ερώτημα επιχειρείται μελέτη περίπτωσης με αντικείμενο τον ΟΤΑ β΄ βαθμού, Περιφέρεια Στερεάς Ελλάδας (ΠΣτΕ), κατά την οποία μελέτη θα παρουσιαστεί ο Στρατηγικός Σχεδιασμός της ΠΣτΕ για την περίοδο 2014-2019 και ο Οργανισμός Εσωτερικής Υπηρεσίας (ΟΕΥ) της και θα ακολουθήσουν κάποιοι συλλογισμοί.el
dc.description.abstracttranslatedIn this dissertation, the Strategic Management model will be studied firstly and then more specifically its’ second element, the formulation of the strategy (Strategic Planning), both at a theoretical level and in the public sector as they are presented in the international literature. Then, Strategic Planning will be presented as it is implemented in the second level of Local Government in Greece, as the first of four elements in the structure of the five-year Operational Programs by the articles 266A and 268 of law 3852/2010. From the study of the above, a matching of the Structure of the Operational Programs, their drafting stages and the Strategic Management Model will emerge. The question under research is: To investigate whether the organizational structure of the second level of Local Government in Greece, stems from or should stem from or if it is even connected to the Strategic Planning of the respective organization. The case study of this dissertation is the organizational structure of the Region of Central Greece. In order to approach the above question, a case study is attempted in which, the organizational structure of the Region of Central Greece and the organization’s Strategic Planning for the period 2014-2019 are presented.
