dc.description.abstractΗ παρούσα διπλωματική εργασία μελετά τη συμπερίληψη των ατόμων με αναπηρία σε υπηρεσίες και δομές της τοπικής αυτοδιοίκησης και συγκεκριμένα στον Δήμο Αθηναίων. Αρχικά, δίνονται οι ορισμοί της προσβασιμότητας και της συμπερίληψης. Ακολούθως, γίνεται αναφορά σε θεσμούς και νόμους τόσο σε Ευρωπαϊκό όσο και σε Εθνικό επίπεδο. Αναφορά ιδιαίτερη έγινε στη Διεθνή Σύμβαση για τα Δικαιώματα των Ατόμων με αναπηρία, στη Στρατηγική της Ευρωπαϊκής Ένωσης 2021 2023, όπως και σε ρυθμίσεις που έγιναν από ελληνικές Κυβερνήσεις για τις υποχρεώσεις των φορέων της Τοπικής Αυτοδιοίκησης. Αναλύεται διεξοδικά ο τρόπος που το φυσικό και δομημένο περιβάλλον συμβάλλει στη διαμόρφωση της καθημερινότητας των ΑμεΑ. Στη συνέχεια, δίνεται έμφαση στις δυσκολίες που προκύπτουν λόγω ανυπαρξίας κατάλληλων υποδομών και της έλλειψης εκπαίδευσης του προσωπικού αλλά και της εξάλειψης κάποιων κοινωνικών στερεοτύπων. Η εργασία εστιάζει στον Δήμο Αθηναίων που ως μεγαλύτερος δήμος της Ελλάδας μπορεί να καθορίσει και να εφαρμόσει πολιτικές και νόμους για τη συμπερίληψη κάθε δημότη στις υπηρεσίες και δομές του. Έγινε προσπάθεια να παρατεθούν τόσο το εμπόδια που παρουσιάζονται, όπως η έλλειψη πόρων, εμπόδια φυσικά αλλά και νομοθετικά όσο και δράσεις και παρεμβάσεις που αναλήφθηκαν στον Δήμο Αθηναίων (OGPLocal, Oμάδα Προσβασιμότητας, εκπαίδευση ΗΦΑΙΣΤΟΣ) Καταλήγοντας, στην εργασία αναφέρεται ότι έχει γίνει σημαντική προσπάθεια στον Δήμο Αθηναίων προς την κατεύθυνση της προσβασιμότητας και συμπερίληψης, ενώ προτείνονται και λύσεις βελτίωσης όπως η εκπαίδευση του υπαλληλικού δυναμικού σε θέματα αναπηρίας, η υλοποίηση σχεδίων δράσης αλλά και η ένταξη μιας συμπεριληπτικής νοοτροπίας.el
dc.description.abstracttranslatedThis thesis examines the inclusion of persons with disabilities in the services and structures of local government, specifically focusing on the Municipality of Athens. Initially, the definitions of accessibility and inclusion are provided. Subsequently, reference is made to institutions and legislation at both the European and national levels. Particular attention is given to the United Nations Convention on the Rights of Persons with Disabilities, the European Union Strategy 2021–2023, as well as regulations enacted by Greek governments regarding the obligations of local government authorities. The study provides a detailed analysis of how the physical and built environment contributes to shaping the daily life of persons with disabilities. Emphasis is then placed on the challenges arising from the absence of appropriate infrastructure, lack of staff training, and the persistence of certain social stereotypes. The thesis focuses on the Municipality of Athens, which, as the largest municipality in Greece, has the capacity to define and implement policies and laws to ensure the inclusion of every citizen in its services and structures. Efforts were made to present both the obstacles encountered—such as lack of resources, physical and legislative barriers—and the actions and interventions undertaken in the Municipality of Athens (e.g., OGP Local, Accessibility Group, HFAISTOS training). In conclusion, the thesis notes that significant efforts have been made by the Municipality of Athens towards accessibility and inclusion, while also proposing improvement measures such as staff training on disability issues, implementation of action plans, and the promotion of an inclusive mindset.el
