dc.description.abstractΗ υπόθεση του εθνικού συστήματος υγείας, αποτελεί αναμφίβολα ένα πεδίο δημόσιων συζητήσεων που κατέχει υψηλή προτεραιότητα στις προτιμήσεις των πολιτών και του πολιτικού συστήματος. Οι προσπάθειες για τη συγκρότηση ενός ενιαίου εθνικού συστήματος υγείας πέρασε από διάφορα στάδια, αλλά από τη μεταπολίτευση και μετά εντατικοποιήθηκαν οι πρωτοβουλίες για την εγκαθίδρυσή του από το πολιτικό σύστημα της χώρας. Η παρούσα εργασία θα επιχειρήσει να αποτιμήσει τις μεταρρυθμιστικές, νομοθετικές παρεμβάσεις στον τομέα της υγείας που εφαρμόστηκαν στην Ελλάδα από την περίοδο της οικονομικής κρίσης του 2009 έως σήμερα. Δεδομένων των ασφυκτικών δημοσιονομικών πλαισίων και των προβλημάτων του εθνικού συστήματος υγείας που προϋπήρχαν της οικονομικής κρίσης, η αποτίμηση των μεταρρυθμίσεων στην υγεία θα επιχειρήσει να καλύψει τα παρακάτω ερευνητικά ερωτήματα: 1. Πώς επηρέασαν την χρηματοδότηση και τους μηχανισμούς αποζημίωσης των παροχών; 2. Πώς επηρέασαν την ασφαλιστική κάλυψη για υπηρεσίες υγείας; 3. Πώς επηρέασαν την παροχή υπηρεσιών υγείας; 4. Τι συνέπειες είχαν στο επίπεδο υγείας του πληθυσμού; 5. Τι δυνατότητες είχαν οι πολίτες στην χρησιμοποίηση των υπηρεσιών υγείας; Το τελικό συμπέρασμα είναι ότι αν και οι μεταρρυθμίσεις στην υγεία ήταν προς τη σωστή κατεύθυνση ως προς την επίλυση των λειτουργικών, οργανωτικών και χρηματοδοτικών αδυναμιών του συστήματος υγείας, οι οποίες προϋπήρχαν της οικονομικής κρίσης του 2009, ωστόσο η κατεύθυνση των αλλαγών είναι που τίθενται προς αμφισβήτηση, διότι δεν επικεντρώθηκαν στο σύστημα παροχής υπηρεσιών υγείας και στις ανάγκες υγείας των πολιτώνel
dc.description.abstracttranslatedThe issue of the national health system is undoubtedly a field of public debate that has a high priority in the preferences of the citizens and the political system. Efforts to establish a unified national health system went through various stages, but since the period of Metapolitefsi, the initiatives for its establishment by the country's political system have been intensified. This paper will attempt to assess the reform, legislative interventions in the field of health implemented in Greece from the period of the financial crisis of 2009 until today. Given the suffocating budgetary frameworks and problems of the national health system that preceded the economic crisis, the assessment of health reforms will attempt to address the following research questions: 1. How did they affect the financing and the compensation mechanisms? 2. How did they affect the insurance coverage for health services? 3. How did they affect the provision of health services? 4. What were the consequences for the level of health of the population? 5. What opportunities did the citizens have in using the health services? The bottom line is that while health reforms have been in the right direction in addressing the health system's operational, organizational and financial weaknesses, which preceded the 2009 financial crisis, the direction of change is questionable, because they did not focus on the health care delivery system and the health needs of the citizens.el
