| dc.description.abstract | Οι ανάγκες των πολιτών μέσα σε ένα διαρκές μεταβαλλόμενο κοινωνικό οικονομικό περιβάλλον θα μπορούσαν να αποτελέσουν τη βάση της Δημ όσιας Διοίκησης ούτως ώστε να λαμβάνουν υψηλής ποιότητας διοικητι κές υπηρεσίες. Κάθε οργανισμός οφείλει να καινοτομεί συνεχώ ς, να βελτιώνεται, να είναι ανταγωνιστικός καθώς και να μειώνει το κόστος των παρεχόμενων υπηρεσιών με την εισαγωγή ηλεκτρονικών και ψηφιακών μεθόδων εργασίας. Στην παρούσα εργασία παρουσιάζω την εξέλιξη των Κέντρων Εξυπηρέτη σης Πολιτών (ΚΕΠ) από την ίδρυσ ή τους έ ως και σήμερα. Ο θεσμός των ΚΕΠ, από το 2002 που ιδρύθηκε σύμφωνα με το άρθρο 31, με τον Νόμο 3013/02 (ΦΕΚ 102/Α΄/ 0 1 0 5 02), μαρτυρούσε την προσπάθεια μετάβασης του κράτους από την γραφειοκρατική λειτουργία, προς την διαφάνεια και την καλύτερη παροχή υπηρεσιών προς τους πολίτες . Σήμερα, είναι πλήρως αναγνωρισμένος από την ελληνική κοινωνία και η παρουσία του κρίνεται θετική από την πλειοψηφία των πολιτών χωρίς όμως να παραγνωρίζονται τα μειονεκτήματά του. Γίνεται ακόμη αναφορά στο ν θεσμό των ΚΕΠ στην Κύπρο που είναι το μοναδικό κράτος όπου ο θεσμός αυτός έχει παρόμοια χαρακτηριστικά με αυτόν της Ελλάδας, λόγω των ιδιαίτερων δεσμών ανάμεσα στις δύο χώρες. | dc.description.abstracttranslated | The citizens’ needs in an ever changing socio economic environment could be the basis of the Public Administration in order to receive high quality administrative services. Every organization has to be innovated, improved, be competitive and reduce the cost of its provided services by introducing electronic and digital working methods. This thesis presents the evolution of the Citizen Service Centers ( from the beginning of their creation until nowa days. The institution of CSCs was established in 2002, according to article 31 with the Law 3013/02 (Government Gazette 102/Α΄/ 0 1 0 5 02) and testified the state’s effort to move from bureaucracy to transparency and have better provision of services to citizens. Nowadays, CSCs are fully recognized by the Greek society and their presence is considered positive by the majority of citizens but without ignoring the disadvantages of this institution. There is also mentioned the institution of Cyprus’ Citizen Service Centers Cyprus is the only European state where Citizen Service Centers ( have sim ilar characteristics with the Gr eek ones.
