dc.description.abstractΤις τελευταίες δεκαετίες η έξαρση των οικονομικών και κοινωνικών ανισοτήτων απειλούν με φτώχεια και κοινωνικό αποκλεισμό μεγάλο μέρος του πληθυσμού. Στην Ελλάδα η Τοπική Αυτοδιοίκηση ασκεί ένα ευρύ πλαίσιο δράσεων που αφορούν την κοινωνική προστασία ,προσπαθώντας να διασφαλίσει την συνοχή ανάμεσα στους πολίτες της. Η παρούσα έρευνα μελετά την αποτελεσματικότητα των κοινωνικών υπηρεσιών και προγραμμάτων του Δήμου Δράμας ως προς την καταπολέμηση του κοινωνικού αποκλεισμού μέσα από τις εμπειρίες και αντιλήψεις των ανθρώπων που παρέχουν αυτές τις υπηρεσίες. Παράλληλα στοχεύει στον εντοπισμό των προβλημάτων που εντοπίζονται στην παροχή των κοινωνικών υπηρεσιών και στην παρουσίαση των προτάσεων που διατυπώνονται από τους υπαλλήλους στην βελτίωση της αποτελεσματικότητας των κοινωνικών προγραμμάτων . Η μεθοδολογία που ακολουθήθηκε βασίστηκε σε ποιοτική έρευνα μέσω συνεντεύξεων ώστε οι συμμετέχοντες να αναπτύξουν τον συλλογισμό τους σχετικά με το υπό εξέταση ζήτημα. Τα ευρήματα αναδεικνύουν τον καίριο ρόλο των κοινωνικών υπηρεσιών, καθώς και την επιτακτική ανάγκη για τη λήψη περισσότερων και πιο στοχευμένων μέτρων κοινωνικής προστασίας και την ενίσχυση των υπηρεσιών με ανθρώπινο δυναμικό. Παράλληλα, αναδεικνύονται θέματα που απαιτούν διεπιστημονική προσέγγιση και τονίζεται η σημασία του ανασχεδιασμού της κοινωνικής πολιτικής με συνεργασία των εμπλεκόμενων φορέων.el
dc.description.abstracttranslatedIn recent decades, the rise of financial and social discrepancies, threaten a large portion of the population with poverty and social exclusion. In Greece, the local government applies a vast action plan, regarding the social welfare, in an attempt to secure cohesion between the citizens. This research studies the effectiveness of social services and programs of the municipality of Drama, in an attempt to eradicate social exclusion, through the experiences and beliefs of the people providing these services. At the same time, this research aims in identifying the problems occurring in providing social services and presenting suggestions, as stated from the employees, in improving effectiveness of social programs. The methodology was based on qualitative research through interviewing participants to elaborate their thoughts regarding this matter. Findings highlight the prime role of social services, as well as the dire need to implement more and more targeted measures in social welfare and reinforce the services with human resources. At the same time, issues that require an interdisciplinary approach are highlighted and the importance of a much more coordinated redesign of social policy is emphasized, including the cooperation of the involved entities.el
