| dc.description.abstract | Σε μια περίοδο που αρκετό μελάνι έχει χυθεί για τις διοικητικές μεταρρυθμίσεις της Τοπικής Αυτοδιοίκησης στην Ελλάδα αλλά και για τον τρόπο λειτουργίας τους και τις διαδικασίες που εφαρμόζουν, και στο κρίσιμο σημείο της ανάγκης για την απλούστευσή τους τόσο προς όφελος των πολιτών, όσο και για την προστασία της δημόσιας υγείας εν μέσω της πανδημίας του covid-19, η μελέτη του ανασχεδιασμού των διαδικασιών και της απλούστευσης τους είναι ζήτημα μείζονος σημασίας και μεγάλου ενδιαφέροντος. Αντικείμενο της συγκεκριμένης μελέτης είναι να γίνει μια ανασκόπηση της διεθνούς βιβλιογραφίας του ανασχεδιασμού των διαδικασιών και της απλούστευσής τους και να μελετηθεί η περίπτωση ενός δήμου της χώρας. Πιο συγκεκριμένα η μελέτη αυτή θα επικεντρωθεί στην αναφορά και λεπτομερή παρουσίαση ενός εργαλείου μοντελοποίησης διαδικασιών, το οποίο χρησιμοποιείται για την παραστατική απεικόνιση των μεθόδων που χρησιμοποιούνται και ως εργαλείο υποβοήθησης της απλούστευσης των διαδικασιών και η βαθύτερη ανάλυση θα ολοκληρωθεί με την εφαρμογή του εργαλείου σε μία μελέτη περίπτωσης, στην οποία αξιοποιούνται στοιχεία που αντλήθηκαν από έναν δήμο της χώρας μας, και τα οποία θα μας βοηθήσουν να συνάγουμε πολύ σημαντικά συμπεράσματα πάνω στο κρίσιμο ερώτημα αν και κατά πόσο και πως μπορούν να απλοποιηθούν οι διαδικασίες που ακολουθούνται σήμερα από τους δήμους της χώρας. Τέλος θα αναζητηθούν τα προβλήματα που ενδεχομένως εντοπίζονται στις διαδικασίες αυτές και οι τρόποι με τους οποίους θα μπορούσαν να αντιμετωπιστούν με βάση τις μεθόδους της βιβλιογραφίας και τα εργαλεία που μπορούν να βοηθήσουν στη διαδικασία απλούστευσης. Ευελπιστούμε ότι με την ολοκλήρωση της μελέτης η παρουσίαση των τελικών συμπερασμάτων θα συμβάλλει στη βαθύτερη κατανόηση των εργαλείων μέσω των οποίων μπορεί να επιχειρηθεί η απλούστευση των διαδικασιών των δήμων και μέσω αυτών η μελλοντική βελτίωση της συνολικής λειτουργίας τους. | el |
| dc.description.abstracttranslated | Determining the methods of reengineering of the administrative processes and defining how this could help in simplification of them is of great importance especially nowadays when there is far too much talk about the way the administrative reforms and the structural changes take place in Greece and in the critical point that the necessity of simplification is more visible than ever both for the benefit of citizens and for the protection of the public health due to covid-19. The subject of this essay is through a detailed analysis of how the international and greek bibliography determine the concepts of “reengineering” and “simplification” of administrative processes and present the case study of a greek municipality. Specifically speaking, the essay concentrates on the reference and analytically presentation of a tool that is used in business process modeling and provides a detailed graphical notation based on a flowchart technique and moreover a tool that can help to the simplification of the processes and the deep down analysis will be completed with the application of the aforementioned tool in a case study, in which data from a Greek municipality have been drawn, which will be of great help so that we draw important conclusions upon the determination of the greek municipalities’ improvement margins in the administrative processes and how they could be reached. We hope that with the completion of this essay, the presentation of the final conclusions will contribute to the extended comprehension not only of the tools and methods of reengineering and simplification of the processes used in municipalities but also how these tools could lead in improving their overall citizen-oriented operation. | el |
