dc.description.abstractΣτην παρούσα εργασία γίνεται προσπάθεια να αναδειχθεί η μεταρρυθμιστική διαδικασία στην Πολιτική Προστασία και δη, στο Πυροσβεστικό Σώμα, ως επιχειρησιακού βραχίονα αυτής μέσω της υλοποίησης του εξοπλιστικού προγράμματος «ΑΙΓΙΣ», που αποσκοπεί στην ενδυνάμωση ανθρωπίνου δυναμικού και μέσων. Στο πρώτο κεφάλαιο επιχειρείται η εξοικείωση του αναγνώστη με τους εν λόγω κρατικούς μηχανισμούς και φορείς, παρουσιάζοντας και καταδεικνύοντας όχι μόνο την νομοθετική πρόβλεψη και συγκρότηση τους, από μία απλώς περιγραφική σκοπιά, αλλά πολύ περισσότερο τα γεγονότα και στοιχεία εκείνα που ώθησαν προς την θεσμοθέτηση, προσαρμογή στις νέες απαιτήσεις και συγκροτημένη λειτουργία τους. Κατόπιν, η ίδια προσέγγιση ακολουθείται και στο δεύτερο κεφάλαιο, όπου έμφαση δίνεται σε σύγχρονες καταστροφές-σταθμούς στον ελληνικό χώρο, οι οποίες, δεδομένων των επιπτώσεων τους σε ανθρώπινες ζωές, φυσικό και δομημένο περιβάλλον ανέδειξαν την ανάγκη εφαρμογής νέων στρατηγικών για την ανταπόκριση του κρατικού μηχανισμού στα καταστροφικά γεγονότα. Έτσι ακριβώς εισάγεται ο αναγνώστης στο τρίτο κεφάλαιο, στο οποίο αναλύεται το πρόγραμμα της Πολιτικής Προστασίας «ΑΙΓΙΣ» υπό το πρίσμα του κύκλου της δημόσιας πολιτικής, δίνοντας δηλαδή έμφαση στην εξέλιξη του σε κάθε διακριτό στάδιο και αποδίδοντας ιδιαίτερη σημασία στην αξιολόγηση της πολιτικής, σύμφωνα με τα δεδομένα εφαρμογής της ως το χρονικό σημείο συγγραφής. Στο τέταρτο και τελευταίο κεφάλαιο γίνεται περιγραφή του προγράμματος και αναλύονται συστηματικά, με σκοπό την κατανόηση των παρεμβάσεων που περιλαμβάνει, οι δράσεις που προβλέπει, ο φορέας ή οι φορείς που επωφελούνται σε κάθε περίπτωση, ο επιδιωκόμενος σκοπός μέσω της πλήρους υλοποίησης κάθε δράσης και το οικονομικό κόστος που προκύπτει. Τέλος, η εργασία ολοκληρώνεται με την παράθεση των συμπερασμάτων που προέκυψαν κατά τη συγγραφή αυτής.el
dc.description.abstracttranslatedIn this thesis, is made an attempt to emphasize the reform process of Civil Protection, particularly of the Fire Corps, as its operational arm through the implementation of the armament program “AEGIS”, aiming to strengthen human potential and means. Through the first chapter, is attempted to make the reader familiar with the aforementioned state mechanisms and bodies, by presenting and demonstrating not only the legislative provision and composition of them, from a merely descriptive aspect, but much more these events that pushed towards their enactment, adaptation to the new requirements and organized operation. Afterwards, the same point of view is followed in the second chapter as well, where emphasis is being placed on modern Greek-area-disasters serving as stations, which, given their consequences on human lives, natural and built environment demonstrated the need to implement new strategies regarding the state response to catastrophic events. In this exact way the reader is introduced to the third chapter, in which the Civil Protection program “AEGIS” is analyzed in the light of the public policy cycle, that is highlighting its development at every specific stage and giving particular importance to the policy evaluation, according to the implementation data as of the time of writing. In the fourth and last chapter the program is described and with the view to understanding the interventions it includes, are systematically analyzed the actions it includes, the body or bodies that benefit in each case, the intended purpose through the full implementation of each action and the occurring financial cost. Finally, the thesis concludes with the quotation of the conclusions reached during its writing.el
