dc.description.abstractΣκοπός της παρούσας διπλωματικής εργασίας είναι η διερεύνηση του ρόλου του Γενικού Γραμματέα στο στρατηγικό Μάνατζμεντ φορέων Τοπικής Αυτοδιοίκησης. Επιπλέον, η εργασία διερευνά τις παθογένειες του θεσμικού του ρόλου και τα εμπόδια που αντιμετωπίζει στη πραγμάτωση της αποστολής του. Πραγματοποιήθηκε ανασκόπηση της σχετικής βιβλιογραφίας και ειδικότερα των θεωριών του Δημοσίου και Νέου Δημοσίου Μάνατζμεντ, του Στρατηγικού Μάνατζμεντ και της διεθνούς εμπειρίας των City Managers. Ως μεθοδολογικό εργαλείο της έρευνας χρησιμοποιήθηκαν ημιδομημένες συνεντεύξεις, με στόχο την εξαγωγή ποιοτικών δεδομένων. Η μελέτη αυτή καταλήγει, μεταξύ άλλων, στο συμπέρασμα ότι οι Γενικοί Γραμματείς, τα πρόσωπα δηλαδή αυτά που είναι ό,τι πιο κοντά υπάρχει στο προφίλ του τεχνοκράτη City Manager μέσα σε ένα Οργανισμό Τοπικής Αυτοδιοίκησης, αποτελούν τη νησίδα Στρατηγικού Μάνατζμεντ στους Δήμους της Ελλάδας. Από την έρευνα προέκυψε επίσης ότι όσο περισσότερο το στρατηγικό Μάνατζμεντ θα υπεισέρχεται στην Τοπική Αυτοδιοίκηση, τόσο πιο πολύ θα δυναμώνει το αίτημα για θεσμική αναμόρφωση του ρόλου του Γενικού Γραμματέα, απεγκλωβίζοντας τον από τον ασφυκτικό κλοιό της εκάστοτε πολιτικής ηγεσίας ενός Δήμου.el
dc.description.abstracttranslatedThe purpose of this thesis is to investigate the role of the Secretary General in thestrategic Management of Local Government bodies. In addition, the dissertation explores the pathogenesis of his institutional role and the obstacles he faces in carrying out his mission.The relevant literature was reviewed based on theories of Public and New Public Management, Strategic Management and international experience of City Managers. Semi-structured interviews were used as a methodological tool of the research, withthe aim of extracting qualitative data.The dissertation, among other things, concludes that the Secretaries General, i.e. thepersons who relate most to the profile of the technocrat City Manager within a LocalGovernment Organization, are the islet of Strategic Management in the Municipalitiesof Greece. The research also showed that the more the strategic Management procedures enter the Local Government, the stronger will be the request forinstitutional reform of the role of the General Secretary, freeing him from the suffocating shackles of the political leadership of a Municipalityel
