dc.description.abstractΗ διπλωματική εργασία εκπονείται με σκοπό να αναδείξει τη σημασία της οργανωσιακής αλλαγής στους Οργανισμούς Τοπικής Αυτοδιοίκησης (ΟΤΑ), τους παράγοντες που την καθορίζουν και το πως αυτή επιτυγχάνεται μέσω των ποικίλων εναλλακτικών μοντέλων σύμπραξης και συνεργασίας που έχουν στη φαρέτρα τους. Τα εργαλεία αυτά, που θα αναλύσουμε συγκριτικά, φέρνουν στο προσκήνιο έναν νέο τρόπο θεώρησης της διακυβέρνησης, προσανατολισμένο σε καινοτόμες και έξυπνες πολιτικές και δράσεις, με επίκεντρο τον πολίτη και την αποδοτικότερη ικανοποίηση των αναγκών του. Κατά δεύτερο, αλλά εξίσου σημαντικό λόγο, αποσκοπεί στο να παρουσιάσει ως περίπτωση μελέτης ένα τέτοιο εργαλείο και συγκεκριμένα τον Αναπτυξιακό Οργανισμό Τοπικής Αυτοδιοίκησης (Α.Ο.Τ.Α.) με τον διακριτικό τίτλο «Αμφικτυονίες Α.Ε.», με έδρα τη Λαμία του Νομού Φθιώτιδας της Περιφέρειας Στερεάς Ελλάδας. Δεδομένου ότι, οι Α.Ο.Τ.Α., είναι ένα πρόσφατο δημιούργημα και δεν έχει ακόμη παραχθεί σχετική με τους θεσμοποιημένους αυτούς φορείς, βιβλιογραφία, η σκοπιμότητα της παρούσας, έγκειται στην ανάγκη διερεύνησης και αξιολόγησης της πορείας ενός τέτοιου εργαλείου αλλαγής και ανάδειξης των προοπτικών του, εντός των νομοθετικών ορίων που το διέπουν και παράλληλα της αξιοποίησής του, ως προς την ενίσχυση της διοικητικής και τεχνικής επάρκειας των ΟΤΑ και κατ’ επέκταση, εξασφάλισης της βιωσιμότητάς τους.el
dc.description.abstracttranslatedThe diplomatic work is prepared with the aim of highlighting the importance of organizational change in Local Self-Government Organizations (LSGO), the factors that determine it and how it is achieved through the various alternative models of partnership and cooperation that they have in their quiver. These tools, which we will analyze comparatively, bring to the fore a new way of looking at governance, oriented towards innovative and intelligent policies and actions, with a focus on the citizen and the most efficient satisfaction of his needs. Secondly, but equally important, it aims to present as a case study such a tool, specifically the Local Self-Government Development Organization (LSGDO), with the distinctive title "Amfiktyonies S.A. ", based in Lamia, Fthiotida Province, Central Greece Region. Due to the fact that (LSGDO) are a relatively recent creation and no bibliography has yet been produced related to these institutionalized bodies, the expediency of this work, lies in the need to investigate and evaluate the course of such a change tool and highlight its perspectives, within the legislative limits that govern it and at the same time, its utilization, in terms of strengthening the administrative and technical competence of LSGO and by extension, ensuring their sustainability.el
