dc.description.abstractΗ παρούσα εργασία εξετάζει την κυκλική οικονομία ως στρατηγική μετάβασης προς ένα βιώσιμο και ανθεκτικό παραγωγικό μοντέλο, με έμφαση στην εφαρμογή της σε επίπεδο τοπικής αυτοδιοίκησης. Μέσα από θεωρητική επισκόπηση, πολιτική ανάλυση και πρωτογενή έρευνα στον Δήμο Κερατσινίου-Δραπετσώνας, αναλύονται οι δυνατότητες και οι προκλήσεις που προκύπτουν από την υιοθέτηση κυκλικών πολιτικών από τους Οργανισμούς Τοπικής Αυτοδιοίκησης (ΟΤΑ). Η μελέτη του ευρωπαϊκού και εθνικού πλαισίου πολιτικής δείχνει ότι οι Δήμοι καλούνται να διαδραματίσουν κεντρικό ρόλο στη μετάβαση, στο πλαίσιο ευρύτερων περιβαλλοντικών στόχων. Η ποσοτική έρευνα αποκάλυψε θετική στάση των πολιτών απέναντι στην κλιματική κρίση, αλλά και περιορισμένη εμπιστοσύνη στις τοπικές αρχές, με κρίσιμους παράγοντες να αποτελούν η γνώση, η ενημέρωση και η κοινωνική συμμετοχή. Η εργασία καταλήγει σε συγκεκριμένες πολιτικές παρεμβάσεις σε όλα τα στάδια του κύκλου ζωής των προϊόντων, προσαρμοσμένες στις τοπικές ανάγκες και υποδομές. Τονίζεται η ανάγκη για θεσμική αξιοπιστία και συλλογική δράση, ώστε η κυκλική οικονομία να μετουσιωθεί από στρατηγικό στόχο σε λειτουργική πραγματικότητα για τις τοπικές κοινωνίες.el
dc.description.abstracttranslatedThis thesis explores the circular economy as a strategic pathway toward a sustainable and resilient production model, focusing on its implementation at the level of local government. Through theoretical review, policy analysis, and primary research conducted in the Municipality of Keratsini-Drapetsona, the study examines both the opportunities and challenges associated with adopting circular policies by Local Authorities (OTAs). The analysis of the European and national policy frameworks highlights the central role that municipalities are expected to play in the transition, in alignment with broader environmental goals. The quantitative survey revealed a generally positive attitude of citizens toward the climate crisis, but also a limited level of trust in local authorities. Knowledge, information, and civic participation emerged as critical factors influencing the success of circular initiatives. The study proposes targeted policy interventions across all stages of the product life cycle, tailored to local needs and infrastructure. Ultimately, the findings underscore the importance of institutional reliability and collective action in transforming the circular economy from a strategic aspiration into an operational reality for local communities.el
