dc.description.abstractΗ συγκεκριμένη Διπλωματική Εργασία σκοπό έχει να εκθέσει τον τρόπο με τον οποίο οι αρχές του κοινού πλαισίου αξιολόγησης (ΚΠΑ) εφαρμόζονται ή όχι στους πολιτιστικούς οργανισμούς της Περιφερειακής ενότητας Αργολίδας, να ερευνήσει και να μελετήσει, με τεκμηριωμένο επιστημονικά τρόπο, τα επίπεδα ενσωμάτωσης των προϋποθέσεων για μια ποιοτική διοίκηση, να ανακαλύψει τα δυνατά και αδύνατα σημεία των πολιτιστικών οργανισμών και τέλος να προτείνει μεθόδους βελτίωσης της υπάρχουσας κατάστασης. Το ΚΠΑ αποτελεί εργαλείο διοίκησης το οποίο στηρίζεται στην διοικητική αριστεία όπως αυτή έχει διατυπωθεί από το Ευρωπαϊκό Μοντέλο Ευρωπαϊκής Αριστείας (EFQM) καθώς και το πρότυπο του Γερμανικού Πανεπιστημίου Διοικητικών Επιστημών Speyer. Αρχικά στο θεωρητικό υπόβαθρο παρουσιάζεται ο όρος Πολιτιστικός Οργανισμός και στοιχεία για την ίδρυσή τους καθώς και το οικονομικό και θεσμικό πλαίσιο λειτουργίας τους. Στη συνέχεια γίνεται αναφορά στην Διοίκηση Ολικής Ποιότητας (ΔΟΠ), παρουσιάζονται οι προσεγγίσεις των πιο σημαντικών γκουρού στην ΔΟΠ και αναλύεται η σπουδαιότητα που έχει για έναν Οργανισμό. Συνεχίζοντας με το θεωρητικό υπόβαθρο παρουσιάζεται EFQM. Τέλος γίνεται αναφορά στο ΚΠΑ όπου παρουσιάζεται ο σκοπός , τα οφέλη, η δομή και η εφαρμογή του σε έναν Οργανισμό. Στο ειδικό μέρος της διπλωματικής εργασίας αναφέρεται η μέθοδος που χρησιμοποιήθηκε με σκοπό την διερεύνηση της εφαρμογής του ΚΠΑ στους Πολιτιστικούς Οργανισμούς του Νομού Αργολίδας. Από τα αποτελέσματα φαίνεται ότι οι Πολιτιστικοί Οργανισμοί του νομού Αργολίδας δεν εμφανίζουν μεν άριστα αποτελέσματα, αλλά κρίνονται αρκετά ικανοποιητικά διακρίνοντας μια προσπάθεια ενσωμάτωσης της ποιότητας στην διοίκηση και λειτουργία τους. Ωστόσο, σε ότι αφορά τους στόχους του Οργανισμού βλέπουμε πως χρειάζονται βελτίωση ο συστηματικός σχεδιασμός υλοποίησης τους, ο προσδιορισμός τους σύμφωνα με τους προϊστάμενους και οι μέθοδοι μέτρησης της απόδοσης των Οργανισμών. Επίσης, τα συμπεράσματα μας οδηγούν στο γεγονός πως η χρήση τεχνολογιών, η συλλογή και διαλογή πληροφοριών για τις ελλείψεις των φορέων που εμπλέκονται, το σύστημα διαχείρισης παραπόνων, η εμπλοκή και μέτρηση της ικανοποίησης των πολιτών, η αξιολόγηση των εκπαιδευτικών δραστηριοτήτων των υπαλλήλων σε σύγκριση με το όφελος αλλά και οι δείκτες μέτρησης της απόδοσής τους είναι στάδια τα οποία υστερούν.el

Initially, the theoretical background presents the term Cultural Organization and data on their establishment as well as the economic and institutional framework of their operation. Then, reference is made to Total Quality Management (TQM), the approaches of the most important gurus in TQM are presented and the importance of TQM for an Organization is analyzed. According to the results the Cultural Organizations of the prefecture of Argolida do not show excellent results but are considered quite satisfactory, distinguishing an effort to integrate quality in their management and operation. However, as far as the objectives of the Organization are concerned, we see that the systematic planning of their implementation, their definition according to the supervisors and the methods of measuring the performance of the Organizations need improvement. Also, our conclusions lead us to the fact that the use of technologies, the collection and analysis of information on the needs of stakeholders, the system of complaint management, the involvement and measurement of citizen satisfaction, the evaluation of training activities of employees in relation to the benefit and the indicators for measuring their performance are stages that are lagging behind.el
