| dc.description.abstract | Στη σύγχρονη εποχή η σφαίρα του κοινωνικού, καλείται να διαχειριστεί ένα διευρυμένο φάσμα ανομοιογενών προβλημάτων, όπου ειδικά για τις ευπαθείς ομάδες του πληθυσμού, ο κοινωνικός αποκλεισμός είναι πολυδιάστατος, συνδέεται με καταστρατήγηση θεμελιωδών δικαιωμάτων και συνιστά απομόνωση από την οικονομικο-κοινωνική σκηνή. Παράλληλα, η κοινωνική διάσταση αποτελεί θεμελιώδη συνιστώσα της βιώσιμης ανάπτυξης, όπου η σχέση με θέματα συνοχής, ισότητας, ευημερίας, δικαιοσύνης είναι άρρηκτη. Τούτων δοθέντων, στο πλαίσιο αυτής της διπλωματικής εργασίας μελετάται η καθετοποιημένη, διαδοχική σύνδεση της αλυσίδας σχεδιασμού κοινωνικής πολιτικής, στα επιμέρους επίπεδα διοίκησης που περιλαμβάνουν το ενωσιακό (Ευρωπαϊκή Ένωση), το εθνικό (Ελλάδα) το περιφερειακό (Περιφέρεια Δυτικής Ελλάδας) και το τοπικό (Δήμος Πατρέων). Η σύνδεση αυτή, εξετάζεται υπό το πρίσμα του στρατηγικού προγραμματισμού και της ανάλυσης των βασικών σημείων των αντίστοιχων στρατηγικών και σχεδίων δράσης. Επιπλέον, μελετάται το Κοινωνικό Παντοπωλείο της Δομής Παροχής Βασικών Αγαθών του Δήμου Πατρέων, όπου γίνεται εφαρμογή εργαλείων επιχειρησιακού και εφαρμοστικού προγραμματισμού κι αναδύονται συναφείς προτάσεις στην κατεύθυνση της ενίσχυσής της δομής ως καλή πρακτική. Υπό αυτό το πρίσμα, αναδεικνύεται ο ρόλος των Οργανισμών Τοπικής Αυτοδιοίκησης-ΟΤΑ στο μηχανισμό διακυβέρνησης, με κυρίαρχη παράμετρο τη συνέργεια/δικτύωση, την ενεργή συμμετοχή των μελών της κοινωνίας, την επιδίωξη της βέλτιστης σχέσης κοινωνικού κόστους-κοινωνικής ωφέλειας, χωρίς διακρίσεις και με γνώμονα το δημόσιο συμφέρον. | el |
| dc.description.abstracttranslated | In today's modern era the social sector is called upon to manage a broad range of diverse issues, where the vulnerable groups of the population face a multidimensional social exclusion, linked to the violation of fundamental rights resulting in their isolation from the economic and social life. In parallel, the social dimension is a fundamental component of sustainable development, and its relationship with topics linked to cohesion, equality, prosperity, justice, is inseparable. Given this, the implementation of social cohesion policy should be governed by the principles of subsidiarity, individualization and solidarity. Through these lenses, the role of Local Government Organizations (LGOs) is a leading one, based on their responsibilities and proximity to citizens, to guarantee the provision of support services to vulnerable social groups, as part of an effective governance mechanism. Regarding the above and in the framework of this dissertation, the vertically integrated, sequential connection of the social policy planning chain, is studied corresponding to each level of administration i.e. the European (European Union), the national (Greece), the regional (Region of Western Greece) and the local (Municipality of Patras). More precisely, this interconnection is examined through the lens of strategic planning and the analysis of the key components of the respective strategies and action plans, emphasizing a constructive critical spirit. This is accompanied by related resources such as legislative documents, decisions, explanatory handbooks, guides, etc. Furthermore, the Social Grocery, part of the Unit for the Provision of Basic Goods of the Municipality of Patras, is studied as well as the framework of its operations. It is a unit tackling social exclusion and poverty, being trusted by the society and the administrative bodies for its reliable long-term efforts. Specifically, semi-structured interviews are conducted with personnel delivering services to vulnerable groups of Patras population, employees holding decision-making positions at departments involved, as well as with representatives of the administration and the networked organizations. Then, operational and implementation management tools are applied such as BPMN models and Fishbone, SWOT, PESTEL-ED and Gap analyses, SMART objectives methodology, Management of stakeholders involved, Gantt time-planning. Finally, relevant proposals are formulated so as to boost the unit as a good practice. Therefore, the role of LGOs within the governance mechanism is highlighted, where dominant parameters are pinpointed - such as synergy and networking, effective coordination based on strategic management, active participation of community members - so as, to pursue the optimal social cost-social benefit ratio, by confronting discrimination and safeguarding the public interest.
