| dc.description.abstract | Η Τοπική Αυτοδιοίκηση αποτελεί θεμελιώδη θεσμό της Ελληνικής Δημοκρατίας, όπως αυτός κατοχυρώνεται από τις διατάξεις του άρθρου 102 του Συντάγματος και του Ευρωπαϊκού Χάρτη Τοπικής Αυτονομίας. Η διοίκηση των τοπικών υποθέσεων ανήκει στην αυτοδιοίκηση πρώτου και δευτέρου βαθμού και με νόμο προβλέπονται οι αρμοδιότητες που ασκούν για την εκτέλεση έργων ή την παροχή υπηρεσιών και αγαθών προς τους πολίτες. Η εξασφάλιση οικονομικής αυτοτέλειας και η επάρκεια πόρων, είναι αναγκαίοι για την εκπλήρωση της αποστολής και την άσκηση των αρμοδιοτήτων των Ο.Τ.Α. με ταυτόχρονη διασφάλιση της διαφάνειας κατά την διαχείριση των πόρων αυτών. Η σημερινή οικονομική θέση των Ο.Τ.Α., σε ένα ευρωπαϊκό περιβάλλον που συνεχώς αναπτύσσεται με την εκχώρηση νέων αρμοδιοτήτων προς τις τοπικές αρχές, δεν επιτρέπει να έχουν ενεργή συμμετοχή στα μεγάλα αναπτυξιακά έργα των τόπων τους. Η παραγωγική διαδικασία περιορίζεται στην εξασφάλιση ανταποδοτικών υπηρεσιών, κοινωνικών αγαθών και στην κάλυψη του κόστους λειτουργίας των Ο.Τ.Α. . Η διαμόρφωση ισχυρών οικονομικά Ο.Τ.Α, αποτελεί παράγοντα ενίσχυσης της ποιότητας των παρεχόμενων υπηρεσιών προς τους πολίτες και μοχλό περιφερειακής ανάπτυξης και κοινωνικών αλλαγών. | el |
| dc.description.abstracttranslated | Local Government is a fundamental institution of the Hellenic Republic as enshrined in Article 102 of the Constitution and the European Charter of Local Self-Government. The administration of local affairs belongs to the first and second degree self-government, and the law provides for the powers they exercise for the execution of works or the provision of services and goods to the citizens. Ensuring financial independence and sufficient resources are necessary for the fulfillment of the mission and the exercise of the responsibilities of municipalities while ensuring transparency in the management of these resources. Today's economic position of municipalities, in a European environment that is constantly developing with the delegation of new responsibilities to local authorities, does not allow them to be actively involved in the major development projects of their sites. Their productive process is limited to securing reward services, social goods and meeting their operating costs.
