dc.description.abstractΠερίληψη Αντικείμενο της παρούσης διπλωματικής εργασίας είναι η ανάλυση στο ζήτημα της εφαρμογής της Τεχνητής Νοημοσύνης στην κεντρική Δημόσια Διοίκηση όσο και στον ευρύτερο Δημόσιο τομέα. Αρχικά στα πρώτα κεφάλαια γίνεται μια ενδελεχής ανάλυση στις ευκαιρίες και στους κινδύνους που παρουσιάζει η χρήση της ΤΝ τόσο γενικά όσο και ειδικά στην Δημόσια Διοίκηση, το κοινωνικό και πολιτισμικό αντίκτυπο το οποίο πιθανά μπορεί να έχει στις κοινωνίες αλλά και το όφελος και τις προκλήσεις που μπορεί να προκύψουν μεσοπρόθεσμα-μακροπρόθεσμα. Στο δεύτερο και τρίτο κεφάλαιο γίνονται αναφορές για τα νομικά-κανονιστικά αλλά και ηθικά ζητήματα τα οποία μπορεί να εγείρει η χρήση της ΤΝ. Αναλύονται επίσης, οι τάσεις της Ελληνικής εθνικής εμπειρίας και της ΕΕ μετά την δημιουργία της Λευκής Βίβλου (2001), όσο και μετά την υπογραφή της συνθήκης της Λισσαβόνας (2009). Στη συνέχεια γίνεται μια ανάλυση για τις διεθνείς τάσεις που έχει πάρει το τεχνολογικό αυτό φαινόμενο με διεθνή παραδείγματα χωρώνel
dc.description.abstracttranslatedABSTRACT The aim of this thesis is to study the issue of the implementation of Artificial Intelligence in Public Administration, by examining international and european trends, as well as the national experience. Initially, in the first chapters, a thorough analysis is made of the opportunities and risks presented by the use of IT both in general and specifically in Public Administration, the social and cultural impact it may have on societies and the benefit that may arise in the long term. In the second and third chapters, references are made to the legal and regulatory as well as ethical issues that may be raised by the use of AI. The trends of the Greek National experience and of the EU after the creation of the White Paper (2001) and after the signing of the Lisbon Treaty (2009) are also analyzed. Then an analysis is made of the international trends that this technological phenomenon has taken with international examples of countries.el
