dc.description.abstractΗ συγκεκριμένη διπλωματική εργασία εξετάζει την αξιοποίηση της ακίνητης περιουσίας μεγάλου Δήμου του νομού Αττικής από την έναρξη της πανδημίας COVID-19. Στο θεωρητικό μέρος της καταγράφεται το θεσμικό πλαίσιο και οι υποχρεώσεις των Δήμων για την ακίνητη περιουσία τους. Περιγράφεται τι είναι η ακίνητη περιουσία, πως μπορεί να αξιοποιηθεί με βάση τη νομοθεσία από τους Δήμους και αναφέρονται τα προβλήματα των Δήμων που έχουν σχέση με την ακίνητη περιουσία τους. Αναφέρονται τρόποι χρηματοδότησης των Δήμων από το ελληνικό κράτος, από ευρωπαϊκά προγράμματα ή και από εναλλακτικούς τρόπους χρηματοδότησης. Περιγράφεται ένα ιστορικό της πανδημίας COVID-19 και αναφέρονται στοιχεία για τους Δήμους της Ευρώπης την περίοδο της πανδημίας. Στο ερευνητικό μέρος πραγματοποιήθηκε έρευνα με την ποιοτική και ποσοτική μέθοδο. Στόχος ήταν να ερευνηθούν θέματα που αφορούν την αξιοποίηση της ακίνητης περιουσίας του Δήμου. Βασικός σκοπός να δοθεί απάντηση ως προς το αν αξιοποιήθηκε ή αξιοποιείται η ακίνητη περιουσία του μεγάλου Δήμου του νομού Αττικής την περίοδο της πανδημίας COVID-19 προς όφελος του Δήμου αλλά και των δημοτών του. dc.description.abstracttranslatedThis thesis examines the development of the real estate of a large Municipality of the prefecture of Attica since the beginning of the COVID-19 pandemic. The theoretical part records the institutional framework and the obligations of the Municipalities for their real estate. It describes what real estate is, how it can be used based on the legislation by the Municipalities and the problems of the Municipalities related to their real estate are mentioned. Ways of financing the Municipalities by the Greek state, from European programs or from alternative ways of financing are mentioned. A history of the COVID-19 pandemic is described and data are provided for the Municipalities of Europe during the pandemic. In the research part, research was carried out with the qualitative and quantitative method. The aim was to investigate issues concerning the development of the real estate of the Municipality. The main purpose is to give an answer as to whether the real estate of the large Municipality of the prefecture of Attica was or is being developed during the COVID-19 pandemic for the benefit of the Municipality and its citizens.
