dc.description.abstractΗ παρούσα εργασία επικεντρώνεται στην ex-ante αξιολόγηση του ειδικού αναπτυξιακού προγράμματος «Αντώνης Τρίτσης» που υλοποιείται για την ενίσχυση της Τοπικής Αυτοδιοίκησης την περίοδο 2020–2025. Το πρόγραμμα συνδυάζει Εθνικούς και Ευρωπαϊκούς πόρους με στόχο την αναβάθμιση των υποδομών, την ενίσχυση της κοινωνικής συνοχής και τη βιώσιμη ανάπτυξη των Οργανισμών Τοπικής Αυτοδιοίκησης. Η μελέτη εξετάζει τα χαρακτηριστικά του προγράμματος, το αναμενόμενο αναπτυξιακό του αποτύπωμα και προτάσεις πολιτικής για μελλοντικά εργαλεία χρηματοδότησης. Δίνεται έμφαση στη σύνδεση των έργων με κρίσιμους δείκτες, όπως η ενίσχυση της τοπικής οικονομίας και η μείωση των περιφερειακών ανισοτήτων. Η μεθοδολογία είναι μικτή, συνδυάζει ποσοτική ανάλυση 1.445 έργων και ποιοτική διερεύνηση μέσω συνεντεύξεων με εξειδικευμένα στελέχη φορέων που σχετίζονται με τον σχεδιασμό και την υλοποίηση του προγράμματος (Ε.Υ.Δ.Ε. ΥΠ.ΕΣ. & Τ.Π.Δ.). Επιπλέον, εφαρμόζεται S.W.O.T. analysis για την αναγνώριση των παραγόντων που επηρεάζουν την εφαρμογή του. Τα ευρήματα δείχνουν ισχυρό αναπτυξιακό δυναμικό, ιδίως σε περιοχές με χαμηλή δυναμική, αλλά και προκλήσεις που σχετίζονται με την διοικητική ικανότητα, την κατανομή των πόρων και τις διαδικασίες αξιολόγησης. Προτείνονται παρεμβάσεις για την αποδοτικότητα, την διαφάνεια και την κοινωνική συνοχή των προγραμμάτων χρηματοδότησης. Συνολικά, η εργασία συμβάλλει στον διάλογο για τον ρόλο της Τοπικής Αυτοδιοίκησης στην ανάπτυξη, παρέχοντας ουσιαστικά συμπεράσματα και πρακτικές προτάσεις πολιτικής.el
dc.description.abstracttranslatedThis thesis focuses on the ex-ante evaluation of the Special Development Program "Antonis Tritsis" implemented to strengthen local government in the period 2020–2025. The program combines National and European resources with the aim of upgrading infrastructure, strengthening social cohesion, and promoting the sustainable development of local government organizations. The study examines the main characteristics and priorities of the program, assesses its expected development and policy recommendations for future financing instruments. Emphasis is placed on linking projects to critical indicators, such as strengthening the local economy and reducing regional inequalities. The methodology is mixed, combining quantitative analysis of 1,445 projects and qualitative research through interviews with specialized executives from agencies involved in the design and implementation of the program (E.Y.D.E. YP.ES. & T.P.D.). In addition, a S.W.O.T. analysis is applied to identify the key factors that influence its implementation. The findings indicate strong growth potential, particularly in areas with low potential, but also challenges related to administrative capacity, resource allocation, and evaluation processes. The study proposes targeted interventions to enhance efficiency, transparency, and social cohesion in financing programs. Overall, the study contributes to the dialogue on the role of local government in development, providing substantive conclusions and practical policy recommendations.el
