dc.description.abstractΗ παρακάτω εργασία δημιουργήθηκε με σκοπό την σύγκριση των συστημάτων αξιολόγησης των δημοσίων υπαλλήλων όλων των χωρών της Ευρωπαϊκής ένωσης σε σχέση με τα ελληνικά συστήματα αξιολόγησης. Γίνεται προσπάθεια μέσα από έρευνα και μελέτη των συστημάτων αξιολόγησης όλων των χωρών να βρεθούν δυνατότητες,προοπτικές και καινοτομίες με την προοπτική να εφαρμοστούν μελλοντικά στο ελληνικό σύστημα αξιολόγησης του δημοσίου τομέα. Για να εξαχθούν ασφαλή συμπεράσματα παρουσιάζονται όλα τα συστήματα αξιολόγησης των χωρών της ΕΕ, η δομή του δημοσίου τομέα κάθε χώρας και το καθεστώς προσλήψεων και προαγωγών. Στη συνέχεια πραγματοποιείται αναλυτική παρουσίαση της δομής του ελληνικού δημόσιου τομέα, τα συστήματα αξιολόγησης που εφαρμόστηκαν διαχρονικά, και οι αδυναμίες ώστε να εξαχθούν ουσιαστικά και τεκμηριωμένα συμπεράσματα. Τέλος παρουσιάζονται προτάσεις και πρακτικές με σκοπό να υιοθετηθούν μελλοντικά από τον νομοθέτη και να συμβάλλουν στην δημιουργία ενός ιδεατού δημοσίου τομέα.el
dc.description.abstracttranslatedThe following work was created in order to compare the evaluation systems of civil servants of all European Union countries in relation to the Greek evaluation systems. An effort is made through research and study of the evaluation systems of all countries to find possibilities, perspectives and innovations with the perspective to be applied in the future in the Greek public sector evaluation system. In order to draw safe conclusions, all the evaluation systems of the EU countries, the structure of the public sector of each country and the recruitment and promotion status are presented. Then there is a detailed presentation of the structure of the Greek public sector, the evaluation systems that have been applied over time, and the weaknesses in order to draw substantial and substantiated conclusions. Finally, proposals and practices are presented in order to be adopted by the legislator in the future and to contribute to the creation of an ideal public sector.el
