| dc.description.abstract | Το παρόν κείμενο προσεγγίζει βιβλιογραφικά το ζήτημα της αλληλεγγύης στην Ευρωπαϊκή Ένωση, μία έννοια που πολιτικοί και άλλοι κύκλοι επικαλούνται ολοένα και συχνότερα. Η αλληλεγγύη αποτελεί θεμελιώδη αξία στο οικοδόμημα της Ένωσης, λόγω της αλληλεξάρτησης που υπάρχει μεταξύ των κρατών-μελών, στην κατεύθυνση της διατήρησης ενός κοινού σχεδίου. Τα κράτη-μέλη, δηλαδή, δεσμεύονται σε αμοιβαία στήριξη επειδή γνωρίζουν ότι η μοίρα του ενός εξαρτάται από τη μοίρα του άλλου. Από την άποψη αυτή, διακρίνονται δύο διαφορετικά κίνητρα αλληλεγγύης στην Ένωση: το κίνητρο της άμεσης αμοιβαιότητας και το κίνητρο του πεφωτισμένου ίδιου συμφέροντος. Στην πράξη, πάντως, η ρητορική περί αλληλεγγύης στην Ένωση δεν επαληθεύεται πλήρως. Τα παραδείγματα της διαχείρισης δύο πρόσφατων κρίσεων, της οικονομικής και της προσφυγικής, αποτελούν σχετικές ενδείξεις. Παράγοντες όπως η απουσία μίας ισχυρής ευρωπαϊκής ταυτότητας, η κυριαρχία του νεοφιλελευθερισμού και η συνακόλουθη υπέρμετρη έμφαση στην ατομική ευθύνη, έχουν προκαλέσει πλήγματα στην εκδήλωση αλληλέγγυας στάσης μεταξύ των κρατών-μελών. Τα πλήγματα αυτά επηρεάζουν δυσμενώς και το πεδίο της Ευρωπαϊκής Κοινωνικής Πολιτικής, παρά τις διακηρύξεις για τους κοινωνικούς στόχους της Ένωσης και την παραδοσιακή υπεράσπιση της κοινωνικής προστασίας από τους Ευρωπαίους πολίτες. Για την υλοποίηση των συγκεκριμένων στόχων θα πρέπει να εφαρμοστούν αρχές όπως η αναδιανεμητική και η αρχή της καθολικότητας, πράγμα δύσκολο όταν μία από τις αξίες στις οποίες εδράζουν, η αξία της αλληλεγγύης, είναι εξασθενημένη. | el |
| dc.description.abstracttranslated | This text constitutes a bibliographic approach to the issue of solidarity in the European Union, a concept that politicians and others are increasingly calling upon nowadays. Solidarity is a fundamental value in the Union’s structure, due to the interdependence between the Member States towards maintaining a common plan. The Member States, that is, are committed to mutually supporting one another, knowing that their fate is intertwined. In this respect, there are two distinct motivations for solidarity within the Union: the motivation of direct reciprocity and the motivation of the enlightened self-interest. Nevertheless, in practice, the solidarity rhetoric in the Union is not fully verified; the examples of management of two recent crises, the financial one and the refugee one, are indicative of this. Factors, such as the absence of a strong European identity, the sovereignty of neoliberalism and the resulting excessive emphasis on individual responsibility, have damaged the expression of solidarity between Member States. These blows also adversely affect the field of European Social Policy, despite the Union’s pronouncements about its social goals and the historical supporting of social protection by European citizens. To achieve said goals, principles such as the ones of redistribution and universalism will have to be applied, which is difficult given that one of the values they are based on, that of solidarity, is weakened. | el |
