| dc.description.abstract | Από την ίδρυση της Ευρωπαϊκής Οικονομικής Κοινότητας (ΕΟΚ) το 1957 ξεκίνησε η προσπάθεια αντιμετώπισης των διαρθρωτικών προβλημάτων στη γεωργία των κρατών-μελών και η βελτίωση της παραγωγικότητας μέσω της Κοινής Αγροτικής Πολιτικής (ΚΑΠ). Η ΚΑΠ, θεσμοθετημένη με τη Συνθήκη της Ρώμης το ίδιο έτος, στόχευε στον εκσυγχρονισμό της γεωργίας, στη διασφάλιση αξιοπρεπούς επιπέδου διαβίωσης για τους αγρότες, στη σταθεροποίηση των αγορών, στον επαρκή εφοδιασμό τροφίμων και στην ορθολογική τιμολόγηση τους. Αν και διατυπώθηκε το 1957, η ΚΑΠ άρχισε να εφαρμόζεται το 1962 και έκτοτε αποτελεί μία από τις κεντρικές πολιτικές της ΕΕ. Με την ένταξη της Ελλάδας στην ΕΟΚ το 1981, η ελληνική γεωργία υπέστη σημαντικές μεταρρυθμίσεις στο πλαίσιο της ΚΑΠ, με στόχο την ποιοτική και βιώσιμη παραγωγή. Ωστόσο, τα χρόνια που ακολούθησαν ανέδειξαν σοβαρά προβλήματα, όπως ο μικρός και πολυτεμαχισμένος κλήρος, ο γηρασμένος αγροτικός πληθυσμός και η μείωση της απασχόλησης στη γεωργία, γεγονός που οδήγησε σε συνεχείς αναθεωρήσεις της πολιτικής. Η παρούσα μελέτη εστιάζει στις βασικές μεταρρυθμίσεις της Νέας ΚΑΠ (2014-2020), όπως η Βασική και Πράσινη Ενίσχυση, οι Νέοι Γεωργοί και οι Συνδεδεμένες Ενισχύσεις, με έμφαση στον τρόπο εφαρμογής και το αποτύπωμά τους στη γεωργία της Ελλάδας και της Ευρώπης. | el |
| dc.description.abstracttranslated | Since the founding of the European Union in 1957, initially established as the European Economic Community (EEC), efforts have been consistently directed towards addressing the structural challenges facing agriculture in the member states and improving overall agricultural productivity. The principal mechanism devised to achieve these objectives was the Common Agricultural Policy (CAP), outlined in the Treaty of Rome (1957). The CAP was designed to modernize agricultural practices, enhance productivity, provide a stable and adequate standard of living for farmers, stabilize agricultural markets, ensure consistent and adequate food supplies, and rationalize food prices across all EU member states. Although the conceptual framework for the CAP was developed in 1957, it was formally launched in 1962 and has since become one of the most significant and enduring policies within the EU framework. The accession of Greece to the European Union in 1981 marked a turning point for the nation’s agricultural sector. From the outset, Greek agriculture underwent substantial reforms under the CAP framework, all geared towards fostering sustainable and high-quality agricultural production. Over time, the CAP has undergone numerous major reforms to adapt to the evolving challenges and circumstances of each successive era. These reforms reflect the policy’s ongoing attempts to maintain its relevance and effectiveness in the face of shifting economic, social, and environmental conditions. During the initial years of CAP implementation in Greece, several inherent issues with the policy became evident. These issues prompted multiple reforms of the CAP by EU policymakers. Initially designed as a system of price supports and market regulation for agricultural products, it soon became clear that these mechanisms were insufficient to resolve the structural deficiencies of Greek agriculture. Key challenges included the prevalence of small and fragmented land holdings, an aging farming population with relatively low levels of education, a diminishing agricultural workforce, and the persistence of inefficiencies across various levels of production. These structural challenges not only hindered the competitiveness of Greek agriculture but also highlighted the need for more targeted and comprehensive support measures. This study focuses on a detailed analysis of the primary reforms introduced under the so-called "New CAP" during the 2014-2020 programming period. Key reforms during this period included measures such as Basic Support, Green Support, Young Farmers' Support, and Coupled Support. Each of these measures was designed with specific goals: Basic Support aimed at stabilizing farmers’ incomes, Green Support promoted environmentally sustainable agricultural practices, Young Farmers' Support encouraged generational renewal in the agricultural workforce, and Coupled Support targeted specific sectors requiring additional assistance due to market imbalances or competitive disadvantages. The study will also evaluate the implementation of these reforms within the Greek context, examining both the processes through which they were carried out and the extent to which they achieved their intended outcomes. Particular attention will be paid to the overall impact these reforms have had on both European and Greek agriculture. In Greece, the reforms sought to improve not only the productivity and sustainability of the agricultural sector but also its competitiveness on both domestic and international levels. The study will explore whether these reforms successfully addressed Greece’s longstanding structural challenges and will assess the broader legacy they have left on the evolution of agricultural policy within the European Union. Through this comprehensive examination, the study will provide valuable insights into the effectiveness of the CAP’s 2014-2020 reforms and their role in shaping the future trajectory of agricultural policy both in Greece and across the EU. | el |
