dc.description.abstractΣε ένα ταχέως μεταβαλλόμενο περιβάλλον, οι δημόσιοι οργανισμοί υποχρεούνται να υλοποιήσουν ουσιαστικές και συχνές αλλαγές στον τρόπο λειτουργίας τους. Πιο συγκεκριμένα, παρατηρείται μια έντονη ανάγκη αναδιοργάνωσης στον δημόσιο τομέα, προκειμένου να γίνει αποδοτικότερος και αποτελεσματικότερος, εξυπηρετώντας καλύτερα τους σύγχρονους Έλληνες πολίτες. Στόχος της συγκεκριμένης διπλωματικής εργασίας είναι να διερευνήσει την υφιστάμενη κατάσταση και τις μελλοντικές προτεραιότητες που έχει θέσει ο Δήμος Ξάνθης σχετικά με την στρατηγική, την τεχνολογία και το μάνατζμεντ του, στην βάση της διαχείρισης της αλλαγής, αλλά και να αποτυπώσει την αποτελεσματική καινοτομία, υφιστάμενη και μελλοντική του δήμου, στο ευρύτερο πλαίσιο της διάθεσης πόρων, τα μέσα άντλησης, σύνθεσης και αναπαραγωγής της εργασίας και της γνώση του γύρω από θέματα διαχείριση αλλαγής. Η συλλογή των πρωτογενών δεδομένων έγινε μέσω της χρήσης της μεθόδου της δομημένης συνέντευξης με το ερωτηματολόγιο του πίνακα στοχοθέτησης Stra.Tech.Man. Τα βασικά ευρήματα της έρευνα αφορούν στο ότι ο Δήμος Ξάνθης αντιμετωπίζει μειωμένη στρατηγική, τεχνολογική και διαχειριστική μετεξέλιξη, όπως και καινοτομικότητα. Από την άλλη, ο μέσος όρος στο δείκτη διαχείρισης αλλαγής παρουσιάζεται υψηλός.el
dc.description.abstracttranslatedIn a rapidly changing environment, public organizations are required to implement substantial and frequent changes in the way they operate. More specifically, there is a strong need to reorganize the public sector, in order to make it more efficient and effective, better serving modern Greek citizens. The aim of this specific thesis is to investigate the current situation and the future priorities set by the Municipality of Xanthi regarding its strategy, technology and management, based on change management, but also to capture the effective innovation, existing and future of the municipality, in the wider context of the allocation of resources, the means of extraction, synthesis and reproduction of the work and knowledge around change management issues. The collection of primary data was done through the use of the structured interview method with the Stra.Tech.Man targeting panel questionnaire. The main findings of the research concern that the Municipality of Xanthi faces reduced strategic, technological and managerial evolution, as well as innovation. On the other hand, the average in the change management index appears high.el
