| dc.description.abstract | Η παρούσα διπλωματική εργασία εξετάζει τη διαφάνεια και τη λογοκρισία στη δημόσια διοίκηση, εστιάζοντας στην ελληνική πραγματικότητα και συγκρίνοντάς την με διεθνείς πρακτικές. Στο θεωρητικό πλαίσιο, αναλύεται η έννοια της διαφάνειας, οι διεθνείς δείκτες που τη μετρούν και η σχέση της με τη λογοδοσία. Παράλληλα, εξετάζεται η λογοκρισία, με έμφαση στα παραδείγματα από τη δημόσια διοίκηση, το σχετικό νομοθετικό πλαίσιο και τις συγκρίσεις με άλλες ευρωπαϊκές χώρες. Το δεύτερο μέρος εστιάζει στη διαφάνεια στη δημόσια διοίκηση της Ελλάδας, παρουσιάζοντας την ιστορική της εξέλιξη και τις σύγχρονες πρωτοβουλίες, όπως το πρόγραμμα «Διαύγεια» και τα ανοικτά δεδομένα. Το τρίτο μέρος αναλύει τη λογοκρισία στη δημόσια διοίκηση, καταγράφοντας τις μορφές και τις πρακτικές της, καθώς και παραδείγματα από την Ελλάδα και το εξωτερικό. Τέλος, η εργασία εστιάζει στην Αποκεντρωμένη Διοίκηση Πελοποννήσου, Δυτικής Ελλάδας και Ιονίου, εξετάζοντας τη διοικητική της δομή, την εφαρμογή της διαφάνειας και την ύπαρξη φαινομένων λογοκρισίας, αναδεικνύοντας τα κύρια συμπεράσματα της έρευνας. | el |
| dc.description.abstracttranslated | This thesis examines transparency and censorship in public administration, focusing on the Greek reality and comparing it with international practices. The first part of the study focuses on the theoretical approach of the two concepts. Transparency is analyzed through its definition, the international indicators that measure it, as well as its connection with accountability, which is a basic mechanism of control and efficiency in public administration. At the same time, the concept of censorship, examples of its application in the public sector, the relevant legislative framework and comparisons with other countries of the European Union are explored, in order to highlight the similarities and differences in its management. In the second part, the work focuses on transparency in public administration in Greece, recording its historical evolution from traditional administration to modern modernization efforts. Particular emphasis is given to the “Diavgeia” program, which was an innovative initiative to enhance transparency through the publication of administrative decisions on the Internet. Open data and its contribution to the accessibility of information and to strengthening accountability in public administration are also examined. The third part of the study focuses on censorship in public administration, analyzing its various forms and practices, as well as the motivations that lead to its implementation. Characteristic examples are presented from both Greek reality and international cases, in order to outline the conditions that favor censorship and to evaluate its consequences on governance and the democratic functioning of institutions. Finally, the work focuses on the Decentralized Administration of the Peloponnese, Western Greece and the Ionian, examining its administrative structure and the way transparency is applied to it. Particular attention is given to censorship phenomena that have been recorded in the region, with the aim of identifying the problems and highlighting possible solutions to strengthen transparency and accountability. The study concludes with key findings, highlighting the importance of transparency as a fundamental principle of good governance and censorship as an impediment to the democratic functioning of institutions. It also presents policy proposals to improve existing transparency mechanisms and address censorship phenomena, with an emphasis on best practice in other EU countries. | el |
