dc.description.abstractΣε ένα τόσο γρήγορα μεταβαλλόμενο και αναπτυσσόμενο διεθνές οικονομικό περιβάλλον, η ανάγκη που προκύπτει εκσυγχρονισμού του ελληνικού δημόσιου τομέα καθώς και των φορέων που εκπροσωπεί είναι μονόδρομος. Στο πλαίσιο της προσπάθειας του παραπάνω εκσυγχρονισμού, οι δήμοι κλήθηκαν να αντικαταστήσουν την απλογραφική μέθοδο λογιστικού χαρακτήρα με την διπλογραφική, βάσει του προεδρικού διατάγματος ΠΔ 315/1999, στοχεύοντας αφενός στην καταπολέμηση της πολιτικής νοσηρότητας του ελληνικού δημόσιου τομέα και αφετέρου στην ορθότερη κατανομή των πόρων. Στόχος της παρούσας εργασίας είναι η διερεύνηση του προαναφερθέντος φαινομένου, ήτοι της μετάβασης από την απλή λογιστική στο διπλογραφικό σύστημα. Μεθοδολογικά και συμπληρωματικά της βιβλιογραφικής ανασκόπησης που έλαβε χώρα σχετικά με το παρόν θέμα, ακολούθησε μελέτη περίπτωσης του Δήμου Παιανίας με χρήση του επιχειρησιακού σχεδιασμού του δήμου και αριθμοδεικτών. Από την ανάλυση της μελέτης, διαπιστώθηκε πως αν και η μετάβαση κρίνεται ως δύσκολη με πολλά προβλήματα, ήταν εν μέρει επιτυχής αν και κρίνεται ιδιαίτερα απαραίτητη η εκπαίδευση του προσωπικού των Δήμων ώστε να επιτευχθεί η ορθή εφαρμογή. Τέλος, απαραίτητη κρίνεται και ο εκσυγχρονισμός των συστημάτων λογισμικού του Δήμου, με στόχο την ανταπόκριση στις νέες απαιτήσεις του συστήματος.el
dc.description.abstracttranslatedIn such a rapidly changing and developing international economic environment, the resulting need to modernize the Greek public sector as well as the bodies represented are one-way streets. In the context of the above modernization effort, the municipalities were asked to replace the simple accounting method with the double-entry accounting method, based on the presidential decree (PD) 315/1999, aiming on the one hand to combat the political morbidity of the Greek public sector and on the other hand to better allocate resources. The aim of this paper is to investigate the aforementioned phenomenon, namely the transition from simple accounting to the double-entry system. Methodologically and in addition to the bibliographic review that took place regarding the present topic, a case study of the Municipality of Paiania followed using the operational planning of the municipality and numerical indicators. From the analysis of the study, it was found that although the transition is considered difficult with many problems, it was partially successful although the training of the Municipal staff is considered particularly necessary in order to achieve the correct implementation. Finally, the modernization of the Municipality's software systems is deemed necessary, with the aim of responding to the new requirements of the system.el
