| dc.description.abstract | Η Ευρωπαϊκή Ένωση είναι ένας από τους μεγαλύτερους χορηγούς αναπτυξιακής βοήθειας παγκοσμίως. Από το 2000 η αναπτυξιακή πολιτική της Ε.Ε. υφίσταται σημαντικές δομικές αλλαγές στο θεσμικό της πλαίσιο. Το κείμενο εξετάζει την εξέλιξη της συνεκτικότητας της πολιτικής για την ανάπτυξη στην Ε.Ε. Η αρχή της συνεκτικότητας θεσμοθετήθηκε με τη Συνθήκη του Μάαστριχ, ωστόσο στη συνέχεια δεν σημειώθηκε σημαντική πρόοδος. Από το 2000 σημειώνεται αλλαγή κατεύθυνσης καθώς η Ευρωπαϊκή Επιτροπή κατάφερε να θέσει μια φιλόδοξη ατζέντα για την Ε.Ε. Το κείμενο δείχνει ότι η προώθηση της συνεκτικότητας της πολιτικής για την ανάπτυξη είναι δύσκολη εξαιτίας της αλληλεπίδρασης διάφορων ζητημάτων και συμφερόντων και του θεσμικού πλαισίου της Ε.Ε. | dc.description.abstracttranslated | The European Union is one of the world´s leading donors in official development assistance. Since the 2000s, the EU development policy has undergone major structural changes in its institutional framework. This article discusses the trajectory of policy coherence for development (PCD) in the EU. The principle of PCD has been the object of a contentious debate in the EU. Despite being institutionalized in the Treaty of Maastricht, PCD failed to make headway in the EU. A change in direction occurred in the early 2000s when the European Commission managed to set an ambitious agenda for the EU. The text shows that promoting PCD it’s difficult due to the interplay of various issues and interests, and the EU’s institutional framework. It argues that the focus on institutional mechanisms has had the effect that results achieved have by no means been commensurate with the expectations raised by the various reforms launched over the years. It shows also that successful promotion of PCD is first a political undertaking. | el |
