| dc.description.abstract | Η επιδοματική πολιτική αποτελεί τμήμα της κοινωνικής πολιτικής με σκοπό την άμβλυνση της εισοδηματικής ανισότητας, την ικανοποίηση των αναγκών των ευάλωτων πληθυσμιακών ομάδων και τη διασφάλιση ενός αξιοπρεπούς επιπέδου ζωής. Η παρούσα εργασία έχει ως αντικείμενο, αφενός την προσέγγιση της επιδοματικής πολιτικής κατά το χρονικό διάστημα 2010-2023, μιας περιόδου που χαρακτηρίζεται από την εμφάνιση αλλεπάλληλων κρίσεων (την οικονομική, την πανδημική και την ενεργειακή κρίση) και αφετέρου την παρουσίαση των χορηγούμενων μη μεταβιβαστικών πληρωμών και παροχών, την εξέλιξη των μεταρρυθμίσεων που υλοποιήθηκαν την περίοδο αυτή, με πρωτεύουσες τη θεσμοθέτηση του ελάχιστου εγγυημένου εισοδήματος και τη δημιουργία του Οργανισμού Προνοιακών Επιδομάτων και Κοινωνικής Αλληλεγγύης (ΟΠΕΚΑ), ως ενιαίας αρχής χορήγησης των επιδομάτων. Επιπροσθέτως επιχειρεί την αποτίμηση της υλοποίησης των επιδοματικών πολιτικών, εξετάζοντας την εφαρμογή του επιδόματος παιδιού, τα αναπηρικά επιδόματα και το ελάχιστο εγγυημένο εισόδημα. | el |
| dc.description.abstracttranslated | Welfare policy is part of social policy aimed at reducing income inequality, meeting the needs of vulnerable groups and ensuring a decent standard of living. The purpose of this paper is, on the one hand, to analyze the benefit policy during the period 2010-2023, a period characterised by the emergence of successive crises and, on the other hand, the presentation of the benefits granted, the evolution of the reforms implemented during this period, with the capitals being the institutionalisation of the guaranteed minimum income and the creation of the Organisation for Welfare Benefits and Social Solidarity (OPEKA), as a single authority for the granting of benefits. In addition, it attempts to evaluate the implementation of the benefit policies, by examining the application of child allowance, disability benefits and the guaranteed minimum income. | el |
