dc.description.abstractΗ ιστορία των σχέσεων της Ευρωπαϊκής Ένωσης με την Τουρκία είναι μακρά και πολυκύμαντη, καθώς χρονολογείται από το 1959. Από το 1963 που υπογράφηκε η Συμφωνία της Άγκυρας, θέτοντας σε εφαρμογή την Τελωνειακή Ένωση, διένυσαν ένα μεγάλο χρονικό διάστημα μέχρι το 1999, όταν η Σύνοδος Κορυφής του Ελσίνκι αποφάσισε να της αποδώσει καθεστώς υποψήφιας προς ένταξη χώρας. Η «χρυσή εποχή» των ευρωτουρκικών σχέσεων, από το 1999 έως το 2005, έτος έναρξης των διαπραγματεύσεων, αποτελεί ένα μικρό διάλειμμα σε αυτήν την διαδρομή, κατά το οποίο η προοπτική της ένταξης, υπήρξε σημαντικός μοχλός πολιτικών μεταρρυθμίσεων και εκδημοκρατισμού, στην κατεύθυνση της σύγκλισης με τα «κριτήρια της Κοπεγχάγης». Η επιβράδυνση της διαδικασίας αρχικά, η οπισθοδρόμηση και το «πάγωμα» στην συνέχεια, οφείλεται σε ένα πλέγμα ανασταλτικών παραγόντων. Η δραματική επιδείνωση του Κράτους Δικαίου και της προστασίας των θεμελιωδών ελευθεριών, ιδιαίτερα μετά την απόπειρα πραξικοπήματος του 2016, καθώς και η «ικανότητα απορρόφησης» της ΕΕ, προβάλλουν ως ανυπέρβλητα εμπόδια, υπό τις παρούσες συνθήκες, χωρίς ωστόσο να υποτιμούνται οι υπόλοιποι παράγοντες, που περιλαμβάνονται σε αυτό το πλέγμα, όπως το Κυπριακό Ζήτημα, οι προτιμήσεις των κρατών μελών, ο εκατέρωθεν σκεπτικισμός και η εξωτερική πολιτική της Τουρκίας που αποκλίνει από αυτήν της ΕΕ.el
dc.description.abstracttranslatedThe history of the Union's relations with Turkey is long and eventful, dating back to 1959. From the signing of the Ankara Agreement in 1963, setting up the Customs Union, a long period passed until 1999, when the Summit of Helsinki decided to grant it the status of a candidate country for accession. The "golden era" of Euro-Turkish relations, from 1999 to 2005, the year of the start of negotiations, is a small break in this path, during which the prospect of integration was an important driver of reform and democratization policies, in the direction of convergence. with the "Copenhagen criteria". The slowing down of the process at first, the regression and the "freezing" afterwards, is due to a network of inhibiting factors. The dramatic deterioration of the Rule of Law and the protection of fundamental freedoms, especially after the 2016 coup attempt, as well as the EU's "absorption capacity", present themselves as insurmountable obstacles, under the current circumstances, without however underestimating the remaining factors, which are included in this grid, such as the Cyprus Issue, the preferences of the member states and the foreign policy of Turkey that deviates from that of the EU.el
