Abstract
The present paper on "The representation of women in Local Government in
Greece, from the regime change onwards. Historical background, legislation and case
study: "Dora Bakoyanni" was based on the Greek, mainly, bibliography of articles
and sources from the internet, as the topic concerns the representation of women in
Local Government, only, in Greece. The review of the Greek bibliography is related
to the history of women's suffrage, the legal framework that governs the Local
Government, but also the measures and actions promoted by the Greek state to
increase the participation of women in Local Government.
The method used is content analysis, which allows the author to explore and
evaluate, based on his/her own judgment, the topics that emerge through this
paper, as the most important, such as the reduced participation of women in Local
Government, which continues to concern local community leaders to this day.
The purpose of this paper is to demonstrate the degree of participation of
women in the Greek Local Government, i.e. their representation in the positions of
Municipal Councilors, Mayors and Prefectural Councilors.
In particular, in the first chapter there is a brief historical review of the female
conquest of the right to vote and to be elected in Greece. Also, the main reasons for
the reduced representation of women in the Local Government are analyzed, as well
as the measures and actions adopted by Greece and Europe to increase and
encourage female participation.
The second chapter refers to the legislative framework of Local Government, but
also to the purposes and responsibilities of the Municipalities and Regions in Greece.
Furthermore, special mention is made of the quota measure, which was
adopted for the first time in Greece in the municipal and prefectural elections of
2002, in order to increase the participation of women in Local Government. Statistics
are presented from the municipal and prefectural elections of 1998 (before the
implementation of the quota measure) and the elections of 2002 (after the
implementation of the measure). The results of which, are analyzed and evaluated in
the context of the present paper. In addition, the third chapter presents the
participation rates of women as Municipal Councilors and Mayors in the municipal
and regional elections of 2014 and 2019 respectively, and draws the relevant
conclusions.
The last chapter refers to Dora Bakoyanni, as the first woman Mayor after the
regime change. The positions of her program are presented, as well as the priorities
that she has set for the city of Athens but also the actions that she has carried out
for the female sex during her term.
